Quality of Patient Care Star Ratings
The quality of patient care star rating is a summary measure of agency performance based on how well a home health agency performs on 8 of the individual quality measures reported on Home Health Compare. These 8 measures include:
Process of care measures – how often the agency:
- Initiated patient care in a timely manner
Outcome of care measures – how often the patient:
- Got better at taking their drugs correctly by mouth
- Got better at walking or moving around
- Got better at getting in and out of bed
- Got better at bathing themselves
- Was able to engage in activity with less pain
- Experienced less shortness of breath
- Required acute care hospitalization
These measures were selected to give a general overview of agency performance on measures that apply to the most people.
- A 4- or 5-star rating means that the agency performed better than other agencies on the 9 measured care practices and outcomes.
- A 1- or 2-star rating means that the agency’s average performance on the 9 measured care practices and outcomes was below the averages of other agencies.
- Across the country, most agencies fall "in the middle" with 3 or 3½ stars.
While the quality of patient care star rating provides a summary of agency performance, you may prefer to compare agencies on the individual measures that are related to the types of services you’ll need, based on your own condition.

Data Sources: The home health quality measures are based on data collected on adult non-maternity home care patients getting skilled services whose care is covered by Medicare (both fee for service and managed care) or Medicaid and provided by a Medicare-approved home health agency. The information on process and improvement outcome measures posted on Home Health Compare comes from the Outcome and Assessment Information Set (OASIS) quality data submitted by home health agencies to state repositories and stored in the Quality Improvement Evaluation System (QIES) database. The information on utilization measures posted on Home Health Compare comes from Medicare claims.
